The Padron is the register of all the inhabitants of a municipality. The data is confidential and protected.
BUT: for foreigners being registered on the Padron does not signify that you are automatically registered as a voter in the municipal elections, which is the case for Spaniards.
Foreigners have to be registered on the Electoral Role in order to vote. Deadline: 14th january 2011
What's the purpose?
According to the law you must be registered on the Padron when you are in Spain for the majority of the year. There is no disadvantage in being registered, on the contrary:
- You comply with the Padron law.
- For certain official transactions you need to be on the Padron, for example registering your car.
- In the case of inheritance, if you are on the Padron, you can reduce taxes payable.
Other advantages that affect everyone:
- The central Government pays to the municipality aproximately 200 € per year per inhabitant registered.
- The number of inhabitants directly affects the level of services such as Health, Fire Service, Education, Police etc.
The Electoral Role
Your right to vote in the municipal elections as well as the European elections is guaranteed in Spanish and European law.

To join the Padron and Electoral Role go to the Statistics Office in the centre of the Old Town,

You must take with you:
For the Padron:
- Passport and NIE.
- If you are a home owner, your last receipt for IBI (rates), or from AMJASA, or the Escritura for your home, or your rental contract.
- Foreigners must also take their Foreigners registration certificate (due to the long delay in obtaining this, it may be taken later).
- Ask for a Padron Certificate. It costs 3,30 €.
For the Electoral Census:
- Passport or NIE.
- You can sign on to both registers at the same time.

Renewal of the registry of the Padron
"By virtue of being included in the file sent by the National Institute of Statistics (INE), and by the implementation of the proposal of the Municipal Registry of Inhabitants Council (Consejo de Empadronamiento) of 27 June 2008 and article 62.1 of the Population bylaw approved on the 20 November by Royal Decree 2612/1996, the inscription in the Municipal Register of Inhabitants of members of the European Union, as well as those that, without belonging to these countries, have a EU residence card and those that have permanent residence authorisation will be subject to the process of renewal every five or two years, depending whether they are registered in the Central Registry of Foreigners or not".
"If the interested party does not renew within the time period it will form the basis to commence deregistration from the Municipal Register".
"Individuals finding themselves in this situation must present themselves as soon as possible with supporting documentation (copy and original for inspection) in the Department of Statistics in order to renew their registration on the Municipal register of Inhabitants".

At present there are 34,000 registered inhabitants of Jávea, when in reality there are 10,000 more. These non-registered people means 1,930,000€ less income for the municipality ( that is equivalent to 6% of the total income of the town.)
